CARMEL, IN – The Carmel Clay School Board of Trustees has officially approved the appointment of Dr. Holly Herrera as the next Assistant Superintendent of Staff and Student Services, effective July 1, 2025. Dr. Herrera will succeed Dr. Tom Oestreich, who will assume the Superintendent of Carmel Clay Schools role on the same date.
Dr. Herrera, who has served as the Director of Human Resources for Carmel Clay Schools over the past two years, brings a wealth of experience in educational leadership, human resource management, and student-centered service. Dr. Herrera demonstrates exceptional organizational skills, is deeply committed to supporting staff and students, and actively fosters positive relationships throughout the school community.
“Dr. Herrera has demonstrated a servant leadership philosophy that aligns perfectly with the values of Carmel Clay Schools,” said Dr. Oestreich. “She has been a visible, approachable, and dedicated leader, ensuring our staff feel supported and valued. Her leadership will be instrumental in strengthening our district’s culture of excellence and continuous improvement.”
Dr. Herrera will oversee staff recruitment and retention, student support services, and district compliance with state and federal education policies in her new role. Her district and school administrator background and her passion for fostering an engaging and supportive environment make her a natural fit for this leadership position.

Dr. Herrera holds a PhD in educational administration from Indiana State University, a Master of Arts in educational administration and supervision from Ball State University, and extensive experience in school leadership. Before joining Carmel Clay Schools, she served as a principal and assistant principal, where she was instrumental in leading curriculum initiatives, fostering strong school-community partnerships, and implementing staff development programs.
